exploding PDF into editable linework

Does the ability to explode a PDF into editable elements only work if the PDF is a vector based file? If so how can you explode a raster based file?

Yes to the first one.
AC cannot vectorize the Raster PDF since it does not have any vector info.

It is unlikely that you would have any precision from vectorizing a raster (image) file - but it could be good enough for some preliminary design, or for building 'good enough' models of adjacent structures.

Adobe Illustrator can convert crisp linework / clipart to vector format. Here are some old discussions:
