I assured my colleague that ArchiCad does have enough tools to produce such quick diagrams (and I suspect that Revit has too). But does he have a point?

One of ArchiCAD's great strengths is its versatility. It is possible to do an entire project with 2D drafting - quite efficiently for drafting even. (I've seen it done more often than you might imagine.) It is certainly easy to do a quick sketch or layout as you describe.
