How would i go about to design this skewed simple concrete staircase, considering some steps are not paralell, and also some steps are wider than others?

You could try playing around in 3D in edit mode (similar to curtain wall feature), and treating the asymmetrical stairs as landings so you can modify their width:
It is possible to select the stairs on two sides. One side with the bleu refence line, the other side with two green lines. With the greens lines you can adjust the shape of the stairs.
