why can't I add a story?

I am designing an addition to a home. Story 1 is Existing first floor subfloor set to 0". Story -1 is Existing Basement set to -9'.

The floor of the addition ended up being three steps down at -1'9" so I added a story level at -1'9", which then became story -1. This made everything that was on the previous story -1 (now story -2, but still at -9') disappear in 3d. All the footings and foundation walls are absent in 3d. All those elements are still in the model. They appear in sections and elevations and plans, but have disappeared in 3d. Renovation Status, layer status, model view status doesn't affect the situation. I can select an item in a section and select "show in 3d" and it shows it, but not with any other elements.

Have you looked into the filter elements in 3D under the VIEW menu?
If this doesn't work, please shown us your story settings.

Check the story settings panel and make sure the story box on the right is checked to show. I have had the same condition and this setting was the element not selected.

This is the only story panel I am aware of is the one shown below. The purpose of the right hand check box is to show or hide story lines in sections and elevations. See attached (grey dots are meant to highlight the absence of an AC story line):
