Element ID Manager does not Change IDs by Selection Order

On Archicad 15, I cannot get door/window element ids to change sequentially based on selection as Bobrow's video (and other posts) suggest.

Regardless of which direction I select (left to right or right to left) the door ids do not follow a sequential order.

I noticed there was another post with similar issue, but it was not resolved.

I have also had this happen. It sometimes works for me and then it doesn't. Not consistent so hard to track down.
