Element ID Manager greyed out

Element id manager is greyed out.

When I choose Document > Schedules and Lists > Element ID Manager, the icon is grey. Checked Add-On manager and is indicated to be loaded. Add-On folder has not been changed .

Any suggestions?

You may tried to open it while you’re in a layout workspace not view map or project map.

Most likely that is what I did while working on too small of a laptop. Working back on desktop all is well.
