Quick keys for preferances

I was wondering if any of you know of a way to set a quick key to change a toggled preference. In particular I would like a quick key to toggle between the "hide locked layers in pop up palettes". This can be very useful if you have your layer combinations set up such that all of the layers that are turned off are also locked.
