Certain items in the plan file are locked. When I select a locked layer, a popup appears, as it should, stating the layer is locked.
When I click on the unlock button on the toolbar, the layer does not unlock, nor does it unlock when I click tools/unlock.
If I right click and select Layers/unlock, the command works fine, but not otherwise.
Any ideas.

The toolbar icon locks and unlocks INDIVIDUAL elements, not layers.
Take a look at the "Quick Layers" palette for layers.

Also,
When you select an item that is on a LOCKED LAYER, simply RIGHT CLICK on that element and pull down the contextual menu to LAYERS / UNLOCK LAYER. Works in reverse also, if you want to LOCK or HIDE a layer of an element on screen, use the contextual menu.

Thanks for the feedback. I will use the QuickLayers toolbar.
Any way to change the shape of the Quicklayers toolbar from horizontal to vertical.
