Quick Layer Toolbar Sometimes Inactive

Does anyone know why the Quick Layer Toolbar sometimes goes inactive while modeling?  In those cases, I use the (right-click) fly menu to Unlock the selected element's layer, which works fine, but adds time.  Other times, the QLT works as expected.
