Here is a little tip I like to use.
When changing the layers of many elements in a plan, turn off the target layer.
Then as you change the layer of the elements (either by just changing the layer in the info box or using the edit selection dialogue (which is much better for multiple element types)), you will see them disappear from the screen.
This way you can easily see if you have missed anything and you know for sure that the layer has changed.
Now just turn on the target layer to see all your elements again.
