With this change to BIMcloud I am totally confused as to what the BIMcloud service is. I've watched the instructional videos that Graphisoft posted and don't get it.
1. Where do I install the BIMcloud software? On my laptop/desktop computer?
2. Is Graphisoft's cloud like a server where the files will live?
3. It says the BIMcloud Basic is a free service? How is that different from a non-basic service?
4. How much does the non-basic service cost per year or month?
I am a novice at this but if someone can just give me some plain answers or direct me to where I can learn more, I'd much appreciate it.

Here is the official BIMCloud page:
http://www.graphisoft.com/bimcloud/overview/
If you go through all the info you will have a clearer idea of what it is. There is a section is about the difference between BIMCloud and BIMCloud Basic.
Regarding pricing, I think you should contact your local reseller and they will be able to give you information about that.
