How do I remove or set the blue plane to slab on grade ? Please see attached screenshot. Thanks

Right click on the plane and select offset. It will start moving so place it on the slab by selecting a point.

Also, there is an option in the Work Environment (User Preference Schemes > On-Screen Options > Display Editing Plane during editing operations only) to hide the Editing Plane. The Grids & Background dialog box controls the opacity of the plane.
