How do I move the the background picture around when shown in 3D view?

You don't. If you could it wouldn't be a background picture. To move a picture around you have to use the Picture Object.

But there is a problem with that approach.

Our colleague wants to precisely control a view and that view might be in shade.

My approach is to add the image to a material texture and place it on a movable backdrop wall, using the 3D texture alignment tool to position the texture on the wall.

The advantage to using the image as a material rather than a mere picture is that a material can be made impervious to shade by adding a ""Constant" shader in the Reflection Class of the material. It will look the same in sun as in shade.

See page 152 in my book for more detail.
