Perspective Settings/Navigation

I cannot view, change view, or manipulate settings on my perspective view. When I attempt to pan, rotate, orbit, or zoom nothing occurs. I have also attempted to 'Zoom to Fit' and 'Select All' + 'Zoom to Selected'. Nothing. I then tried going into the Perspective Settings so I may directly input my orientation. The parameters will not stay changed. They revert when I close the dialog box.
Under my Perspective Settings the following are "stuck"
Distance: 25/64"
Azimuth: 0.00º
Please, any advice or help?

Have you tried checking the settings in Work Environment?
There is a tick box for keeping zoomed detail in 3d

Work Environment
-Imaging and Calculation...
- keep zoomed detail on rebuild.

When unticked this should reset the 3d view everytime that you change the parameters.

not sure about your other queries tho.
