I would second that, and add that ALL palettes and windows should be dockable. Archicad's documentation lists the following restrictions, which appear kind of arbitrary to me:
Limitations on Docking Palettes
The following palettes cannot be docked: Mark-Up Tools; Find and Select; RoofMaker; Solid Element Operations; Profile Manager, PhotoRendering Settings, MEP Routing, IFC Project Manager, Energy Model Review.
