Move Master Layout Single Color Option to On-Screen View Options

Not a high priority item, rather one of those annoying little bits.

Currently you can choose to show the elements originating from the Master Layout as a chosen single color in the Work Environment / On-Screen Options. Now if you have a title bar with colors, or you just simply want to see a realistic preview of your sheet design, you might want to go back and forth with this option. This really belongs to View/On-Screen View Options, not hidden in Work Environment with no direct command option. Some people may even want to add a keyboard shortcut for quick and easy switching. Thanks!

One other thing to consider here is that On-Screen View options are project file-specific, while Work Environment options are user-specific.

Do you have any arguments for potential voters for why this setting should be project-specific instead of user-specific?

@Laszlo Nagy

On-Screen View options being file-specific and not user-specific is a topic of its own, but it doesn't affect the fact that the way master layouts are displayed on my screen is literally an on-screen feature, so it belongs to on-screen view options. Whatever argument or counterargument you make about master layout elements can be made for most of the menu items in On-Screen View Options.

Reason this is project-specific is that in a typical construction document you don't have colorful title blocks, so in that case a grayed out master makes sense, but in other projects with heavy emphasis on the graphic design it is important to see the true colors of the master layout elements.

Broader discussion: IMO all on-screen options should be user-specific. But that doesn't mean they should be hidden in the workspace environment. We should be able to easily turn them on/off, add keyboard shortcuts.

Keyboard shortcuts for all On-Screens Options are already available.

@Laszlo Nagy  Yes, I know, and I use them a lot. Some on screen options are not in the On-Screen View Options menu, but hidden away in Workspace environment.

That is exactly why my wish is to have Master Layout color option among the On-Screen View Option menu.
