Text Box is only allowing whole numbers for font sizes.

My text box is refusing to allow for a non whole number text size i.e. 2.5mm, 1.8mm ect. it rounds up to 3mm or 2mm respectively. All my line weights and line types are messed up as a result. Please help. Thank you.   Please see attached below:
