When/How to call complete operations?

I'm trying to delete a layout via plugin, and it seems that the APIDb_DeleteDatabaseID command is a "complete operation" and cannot be called from either undoable commands or regular commands. I'm a bit lost as to how to use this function and delete the layout as I can't trigger the code from outside of one of the two above?
