Is there any plugin that could use photogrammetry to produce a 3d model?

I assume you mean using photogrammetry to load a model inside ArchiCAD?
There are many tools for AutoCAD and many standalone solutions, but none for ArchiCAD AFAIK. I suggest using something standalone for importing inside ArchiCAD. 3DS-import retains texture mapping.
I have doubts if photogrammetry will give you directly usable models, though: you tend to have lots of geometry and a fixed model, that cannot be modified without tedious rework (preferably in a real 3D modeller).
A colleague of mine wrote an addon for AutoCAD to rectify photo's (make ortho-photo's, like the perspective tools in Photoshop but with realworld accuracy, not only for visualisation).

I haven't used this software, but I've recently been doing some reading on it, and you might be able to use this program: Photo ModelerPro, to make a 3ds model, which would be importable into ArchiCAD. If it get some free time in the next few days, I'll download the demo, and see how well it works for importing into ArchiCAD

FWIW, I still have the old freeware edition of Photomodeller Lite 3.1a, which has been discontinued. It's not downloadable anymore, unless you still find some old shareware/freeware sites that might still have it.
It has some limitations in the allowed image sizes, but is workable. You need to do a camera-calibration first.
