Schedule Elements via an ann IFC Property of typIFCValueList

I want to create a pick list of values for a custom IFC Property in a PSET I've created for this purpose.

I can designate a List as a Property Type, but do not know where or how to populate this list.

Can anyone tell me where and how this is done. None of the documentation I've looked at describes how to do this.
