Software to measure and scale maps ?

So I have been given a Map of a City that has no scale. I want to print out an area of the map at a scale of 1:200, A1 paper size. I know the dimensions of the buildings that I'm interested in so that way I can remeasure them to ensure the scale is correct, once printed...

What software can I use to take a un-scaled map and somehow scale/measure it on screen i.e measure the size of a building on screen, so that I don't waste loads of time printing, wasting time adjusting the map. ( I've used ArchiCAD, by placing it as an external drawing but this isn't very accurate )



The City council have provided me with some scaled maps, and I know that they use software to measure on screen, but they don't always reply as quickly as I need ( deadlines )

So,
Place the map in archicad, in a worksheet as an eternal drawing. If you know the scale of the map, set the worksheet's scale to match.
If not, you may have to resize the map after it is placed using a known dimension.

From the library place the scale object.

Print the view, or place the worksheet on an A1 sized Layout sheet.
Publish.

So, because I know the dimensions of the building, will the " measure tool " work for getting the scale correct ?

I can confirm that the Measure tool does work. I've cropped the page so that I can print out a portion at home ( A3 printer ) and it is correct. Now I have the full A1 map ready to print at Uni !
