xref not reloading

none of the layers are locked and i have access to everything in the teamwork file.... but i cannot reload my xrefs.... why... oh, why?

I have just ran into this same situation. What would be the reason why? I am able to work around it by unloading the xref and then the reload option becomes available but I haven't had to do this in other teamwork projects.
