AC26 Forever Bug: Impossible to have updated drawings

This is a "cosmetic" Bug but since the introduction of the Transmittal feature and  Action Center there is no way that you can have an Updated Set. This also happens with Publisher.

Last time I tried to resolve this I had the drawing manager open and the Ground Floor plan was persistent in setting the "Needs Checked" flag. I have noticed that just prior to publishing, Update runs again anyway. Perhaps the persistent NC flag on a member of the transmittal set is a way of forcing a final update.  Whatever the reason the updating process needs reviewed to stop us wasting so much time trying to establish a complete update.
