Concerning Where my layout is Printed on the paper

My new deal, an old deal, but finally being addressed deal.

I would like my Layouts to be on a 24 x 36 sheet of paper.
I would like my title sheet outline to be 22" x 35".
And I would like my title outline to be placed 1 1/2" from the left side of the paper, so it is not centered.

OK.

Well I Can't really seem to get it to work.

I put my Master Layout margins at 0" and also at the title block dimensions I stated above, and told the printer to use the layout margins, and I did this with and with out the "remove top and bottom blank areas" on. I leave it centered as an anchor point, although I think I have tried it before as anchored to the right, as to get more space on the left.

So.... Who here has any ideas?
What do you guys do that make this work, assuming most of you leave an extra large space to the left for stapling right?

It may be possible that your desired title block outline is larger than the printable area of your plotter. In the Master Layout Settings, try setting the margins based upon the plotter's printable area to verify that your plotter can indeed plot within 1/2" of the top and bottom of the paper.

Well, It does and has printed with in 1/2" of the edge of the paper, so far.
What is does I guess, is it centers the title block lines with in the center of the paper, at 1/2" around the edges, and it wont give me the 1 1/2" edge on the left....

The position of the printable area relative to sheet edges
is set in the master layout settings "margins". see attached image.
