Well, it's a little hard to know what you mean by "separate from the remainder of the sheet," but if you put the title block on the master layout, the title block should print. If it's not visible, have you selected that master layout for that layout page?

Thanks, Richard. In the settings for a master layout one can set the size of the layout area on the sheet. I want to set define that area separate from the title block, which I have done. However, the title block does not publish. Presumably that's because it is outside of the defined layout area. Ordinarily the title block is treated as a drawing upon the layout area. I'm reducing the layout area and am placing the title block outside the area. The title block appears on the sheet but it will not publish. I am looking for a manner to achieve having the title block appear as part of, or within the border if possible.

The layout size is the paper size. (Like Arch D or 24x36) The Margin settings reduce the printable area on the sheet, and are shown with a blue border on the Master Layout. If the title block that you drew is not with the blue borders, it's not going to print because it's outside of the printable area. (BTW, usually you just want to set the margins to be slightly greater than your usual printer's margins. The blue border is there just to guide you into putting elements where they will be printed.) I'm guessing that you drew a very large margin on the right side of the paper and put the title block there. Your right side margin should be more like 1/2"-1".

You could try playing with the 'Drawing Placement' settings in the master settings.
If set to 'Auto arrange new drawings' you can set the right margin in 'Auto arrange setup' to allow for your title block.
I haven't tried this but it may work.
If it is set to 'Align and arrange drawings to a grid' then in 'Grid setup' you can adjust the right margin and you will clearly see that the are for your title block will be avoided.
Personally I don't bother with this.
I just drag my views to a layout, crop and move as required.
