The image you show (pdf) is not an attached layout.
You have the 'Organizer' open and it is just showing that you have a second Archicad running with the "House in Mexico.......PLA" currently open.
If you select that you will see the navigator views and layouts from that project on the left side of the Organizer and your active project (Tulum Site, Mexico) on the right. (View Map and Publisher Sets are greyed out)
You can then drag and drop the layouts from the running project into the active one - which it sounds like you may have already done.
You can not actually copy Publisher Sets from one file to another.
Only Views to Layouts and Layouts to Layouts.
When you close the Organiser or select the 'Active' project or close the other running file, you will no longer see the other running navigator views.
However, if you have dragged layouts from one file into another, they will still link all of the drawings (views) on the layouts to the original file.
You will see this in the Drawing Manager - you will see them as linked to an external source.
This means you must update them in that external file.
This could be what you want.
But if you just want to copy the Layout pages and/or Master pages over, then you can delete any drawings on them, or 'Re-link' then to views in the current (active file - they will then show a 'Internal" links in the Drawing Manager.
