First of all, when publishing one single DWF file, the drawing appears displaced, not in its origin.
And second, is there a way to export various DWF files merged into one file just as Archicad does when you publish PDF files???

About the DWF displacement: check your whole project to see if there are any elements a bit far off the project which may get included in the DWF and could cause this displacement.
About merging DWFs in one file: Unfortunately, it is not possible. In AC13, there is a new feature: it is possible to merge all DXFs or DWGs into one file. But not DWFs.
