I think that this was an option available in the pmk.

I don't know how to rotate text in a rotated layout.
You can create a view with a new dedicated text layer. Copy the text from the wrong orientation view and paste on this new view and put on this new layer. Rotate the text as needed for the layout.
or
Use modules in the project. A placed module can be rotated. One of a module's settings choices, and this can be set separately for each placed instance, is to "Adjust angle of fixed-angle elements to reflect module rotation".
