can't set default drawing title

I am trying to follow the instructions in the PDF guide on how to set the default drawing title. so i select the drawing tool and open the settings pallet, but the title tab is greyed out so i can't select a title. i have no drawing placed.

MAC Studio 2022 M1 Max, 32 GB RAM, 10 cores, AC27 5030 Apple Silicon USA Sequoia 15.3. AC 27, 6000 USA

You need to be in an active layout for the title options to be active.
You don't need any drawings to be placed - just have a layout open.
