cannot stretch list to multiple layouts

I'm trying to stretch a list to span to multiple layouts, as I have done in the same file a lot of times, but it doesn't work.
When I click on the icon and stretch the window, AC instead of creating more pages and spreading the list, it creates a long set of horizontally placed lists all on the same page...

Well, yes

if you notice in the picture I posted, AC has actually split the list to pages, but instead of creating new layouts and placing the list there, it has put all the pages on next to the other, on the same layout
