using the fill tool to measure areas - HELP!

how can you create a fill area, with a label stating the function of the room, the area that it should be (lets say according to the program) and the area that it currently is (according to your plan) - i have seen this in an office that i worked in but have no clue how to do it...

could you a bit more specific? how do i control whats the zone label and is there a function for the managaing the size - they had a line that said "size should be: X" that stayed always the same, and size currently is: Y that changed according to what you did with the zone...
