work environment no renovation palette

I loaded my template file from earlier version and no renovation palette available. Solution here in the forum is to set WE to standard for v18. No luck and am in perpetual custom settings in work environment. Try setting schem of Standard User Prefs 18 and instantly reverts back to custom and no changes are made.
