when create a gdl custom object in archicad 28 , it can be open or use in archicad 26 or i have to create in archicad 26?

It really has to be created in 26.
Then you can use that object in 27, 28+.
It may be possible to add the object to the embedded library, then save the 28 file back to 27 and then save the 27 file back to 26.
That should convert the object back to 26 format.
But depending on how many parameters there are, it may just be easier to create a new object in 26 and then copy and paste the parameters and the scripts fro the 28 object.
Note that doing it this way will create a new object with a new GSID, so it won't be compatible with any objects you have already placed in a 28 file.

The object can be downgraded with GDL development tool (command line), however the 26 version of LibDev Toolkit. The object will have to be de-compiled to XML (with compatibility to 26) in the version You use (27/28/29) and then recompiled with 26 version tool.
The other way to downgrade is to downgrade the pln file with the object in the embedded library. (one version step by step)
