Key note IDs

We need the ability to allow for the same Key to be used multiple times.

We have several instances where our spec number is the same for multiple different items, like these

With the Tech Preview, each Key has to be different, but also can't be left blank.

doing a .1 , .2 etc...when these spec numbers are already confusing will not be ideal in my firm.
