Arrow Keys in AC28

I can't seem to find the shortcut/command to use the arrow keys to pan in AC28.  In previous versions, I could just use the arrow keys to pan left/right/up/down slightly; can't seem to get that to work with 28. I've scoured the shortcut scheme to no avail; I must be missing something.  I've grown quite attached to this setup, any help would be greatly appreciated.

You need to look for "Scroll" which is a little different to the "Pan" command but does the same thing.

 

Mine is already assigned, but I am also using a Work Environment imported from an old version.

You can reassign these to the arrows.
