You should be saving a 'view' of th schedule that you will be placing on the layout.
You can simply set the scale in the view settings that you want the images to appear as.
And if they still do not fit in the size of the cell you require, you can do this...
Select one of the image cells.
Then choose the "To Fit (\< scale)" option.
You can "Set Drawing Scale" to what ever you want.
Then if the image at that scale fits in the cell nothing will happen to it.
If it doesn't fit it will be resized automatically.
