cp
are you using macs?
on occasion, i have experienced (with archiCAD) losing track of the foremost window, but still being able to work in it. this means that all scroll bars and status bars are greyed out and their tools unusable. i have brought it back to the foreground simply by clicking the title bar . . .
does this help?

plotmaker does seem to stress out easily. I'll try doing a save or save as. If those don't work, try minimizing it or reopening that same lbk.

I have seen similar behavior (occasionally) on the Mac. I just command-tab to another app and back and full cursor function returns. I believe you can contol-tab in XP for a similar function, or just try minimize and restore, or switch apps in the task bar.
