Can't Install AC16 Hotfix 3

2 of 3 users in our office encountered this problem.

Here's the fix we finally figured out after we realized one user still had Java 6 on his computer:

1. Uninstall Java 7 (in Control Panel, Programs and Features)
2. Install Java 6 (we used this one http://www.oldapps.com/java.php?old_java=8346)
3. Install AC16 hotfix
4. Install Java 7 http://java.com/en/
