License Delivery maintenance is expected to occur on Saturday, November 30, between 8 AM and 11 AM CET. This may cause a short 3-hours outage in which license-related tasks: license key upload, download, update, SSA validation, access to the license pool and Graphisoft ID authentication may not function properly. We apologize for any inconvenience.

WIBU key or Codemeter license?
Local or network key?

I sometimes find my machine gets a bit busy doing all sorts of background updates which can delay programs starting - but not 15 minutes.

Have you tried re-starting your machine and the opening Archicad again?
Your machine just may need to settle in.

There are no problems with WIBU key or Codemeter license.
I tried again and again, but the problem seemed still......I installed and boot AC18 successfullyon my PC(i7+12G+win7).so I wonder if AC18 can be run properly on M3800 and Win8.1?

Just an idea:

Try to start your system in Safe Mode and see if ArchiCAD starts faster. If yes, then there might be some system or other process that is interfering with ArchiCAD.
