Printing Items Outside the Layout Print Margin

We've observed that text placed outside the Blue Print Margin on a layout no longer prints. In the past, printing or publishing to PDF ignored the print margin and printed the text.

This has changed in the last month, and I do't think we've altered any of our settings in the last 5 years.

If someone can shed light on this it would be be appreciated.

I've never used the Margins for our master layouts (all are set at 0), but isn't that what it is supposed to do?

Text we place outside the sheet doesn't print either, but that really is supposed to happen.
