Before I do the laborious process of recreating my custom toolbars (which I've been doing for each upgrade since V10) was wondering if AC 22 will allow import from V 21 to V22 without losing new functionality from V22.

Same as always.
You either import your custom Work Environment (or parts of it) and add the new features to it, or you use the new WE and add your customisation back in.

I feel your pain... The only thing I've been importing for years are my keybinds.
Just simple import/export of single toolbars to XML, like you are able to do with model view options, graphic overrides, etc, shouldn't be too hard to make.
