Teamwork Libraries Appearing as Local

This has puzzled me for a while, occasionally on files, within the library manager, instances/references to BIMcloud libraries show as local missing libraries.
If a user opened a file on a device that didn't have access to the teamwork libraries, they normally just show up as missing.
Does anyone have any idea what's causing this?
Examples below of issue file and template file.

First step what I should do is clean up libraries in "Local data manager" also ask another person who don't have access to BIMcloud to do that.
How that another person opens file ? Is separate *.PLN or *.PLA or Teamwork file ?

This just happened to a user in our office on a solo PLN with Teamwork libraries loaded in.
No rhyme or reason I can tell.
Did you identify any cause when it happened to you Josh?
