The pan function does not work, and orbit does not work in 3D.

Sometimes the mouse doesn't work.
The pan function does not work, and orbit does not work in 3D.
What have I done wrong?
Turning it off and back on is my only solution.

Which way you use to orbit?

You have 4 ways:

1) pressing the middle mouse button &shift.

2) selecting orbit icon in the quick options bar.

3) choosing orbit from right click context.

4) choose orbit from view menu.

All of them don't work?

Not only in archicad, but in autocad that is turned on. If something goes wrong, I'll test it out.

Is there any way to lock it in archicad?

Twice a month this happens to my files. I currently have two files open, it pans in one, not the other. 
Sometimes I edit Work Environment settings or steps above, but for me,
it's always resolved by closing/reopening the buggy file.

How often do you close Archicad and shut down your machine?

Some people leave Archicad running for days or weeks, which is not really a good idea.

I always try to close Archicad at the end of the day.
