It says in the Dialog, after the yellow Warning icon, that you have to have an SSA/Forward agreement for your license to access this Library Part.

If you don't know whether or not you have one, you should contact your reseller.

My license is educational, i have never received any agreement form on my email and there is nothing on my graphisoft account

SSA/Forward is not available for educational versions.
