different windows same settings?

Also wondering how to get a window from one project to another - I tried the attribute manager but couldn't find windows.
Also, I can't seem to change the pen color for windows. There are 20 different places that let you set different pens and none of them seem to have any effect (in floor plan)

Try to save the necessary settings of window to favorites (save to an external file . Prf) in the old project where you have all configured correctly.
Then in another project to load these favorites. Sizes, feathers, materials all is transferred
In general, if you frequently apply these settings, it is better to edit the favorites in the template file . tpl (save the template) from which you can always start a new project.

There is a special parameter transfer method for keeping the settings but changing the library part - as in your example from double hung to casement. The method suggested by SL_GDL will not do what you want.
If you are changing a particular double-hung window (e.g.)... select it, open the settings (ctrl/cmd-T) and then find the desired casement and locate it's image preview in the lower left of the settings dialog. Press the shortcut keys for the syringe (ctrl-opt / opt-cmd) and click on that preview thumbnail to inject the parameters of the selected window. Modify any parameters further, and OK out to change the selected window.
You'll find this works 80% or more. If you're not using any grids, it may work 100% - transferring the overall window/door size, frame sizes, sash parameters, trim, materials, etc. If you're using grids, the grids are per-sash, so if you go from a double hung to a single casement, you'll need to modify the resulting grid.
If you're not replacing an existing window, but instead trying to match it in another style, then eyedropper the existing window first before opening the settings dialog to syringe things into a new window for later placement.

Starting from what version parameter passing through Alt and Ctrl_Alt works in different projects? Directly - no. You can of course copy the wall with a window from one project to another, and then Alt and Ctrl_Alt
Within the same project, yes of course it's possible. And most simply and correctly.
