I am opening the same ArchiCAD files on my PC and my apple silicon MAC and there are library parts missing on my PC but not my MAC. Both ArchiCAD versions are identical USA (28.2.0).
I copied the .libpack files from my MAC to my PC and found that my "Doors and Window.libpack" file was larger on my MAC than on my PC. When I replaced the .libpack on my PC with the one from my MAC, the missing library parts went away. Same for the "DW Macros.libpack".
I'm concerned that the .libpacks between language versions (i.e. USA and INT) as well as between MAC and PC are not exactly the same.

As far as I know the library packs contain the same objects in each operating system.
Language wise you can install what ever packs you want - the standard ones (INT), USA, JPN, DACH, SWE.
But there is the original library pack and then a library pack update 2 that did affect doors.
Maybe you have the update installed on one machine but not the other?

And the updated libpack contained some new doors and macros which would explain the size difference.
