How can i make it? i've tried resize but the heights remain the same

In BIM, all modeling is done at full size. You do not draw at "Scale" as with drafting programs. After the model, THEN extract a conventional view at scale.
Your error is misinterpreting mm for m.
Yes, the Resize command applies only to x and y, heights and elevations must be fixed individually. Sorry to bring bad news. I hope the job is not too complicated.

The program automatically calculate the scale, all you need to do is type the dim. you want, whatever mm or m(can choose from setup).
