I am looking for the place where I can turn off and on the Favorite shortcut for the menu. Thanks in advance.

If you mean the right-pointing arrow in the Toolbox and the Info Box, that is not optional. If there is a Favorite for that Tool it will be displayed, if there is none, it will not be displayed.

Yes, that's what I was referring too.

The reason I ask is because I did a 'new&reset all' file to start a fresh template for AC20 and it seem to have disabled(Hidden) that right arrow favorite shortcut.

After more fooling around, I realized this is a User error as the favorites arrow doesn't come on if there is no favorite for that tool.

The 'toolbox' palette has the favourites arrow.
However the 'toolbox tools' bar in ... WINDOWS menu > Toolbars ... does not.
The icons are also a little smaller in the 'toolbox tools' bar but it doesn't scroll like the 'toolbox'.
So it probably won't fit vertically docked to the side of your screen.
Free-floating it can be re-sized to 2 or 3 icons wide.

Good info on the differences between the two. Thanks Barry
