CHANGING COMMAND SHORTCUTS

while trying to modify some commands to better understood keys, I have found that the command modification file will not come up. Nothing happens when presses this button. Any ideas of how to get the command/shortcut file to appear?

I believe it depends on what you have set as your default internet browser.
I have Windows Internet Explorer and that works fine.
I can't vouch for any others working or what is required for a MAC.

I thought that was the issue also but no go. Obviously its modifying a file. any one know what file name that might be? Perhaps I can open it in notepad to do it.

This is the path of the file that opens in Windows Explorer when I show the shortcuts.

C:\Users\barryk\AppData\Local\Temp\ShortcutLayout.htm
