You would need Artlantis Studio or some other visualization package with animation capabilities. www.artlantis.com

If you have Microsoft Project there is a "goodie" called "Construction Simulation" for ArchiCAD that will animate the construction schedule. I have not used it myself as I do not have MS Project but I would guess you cannot move the camera as they have done in the video you linked to. I do not have MS Project, but I have the goodies.
I will give it a try.
